Gym Leaders are forced to keep their prestige up otherwise they become fly-by-nights, which makes you wonder how many careers were destroyed by defeating gym leaders on the way to the top of each game. Being the final challenge of the league usually involves a champion with a team with multiple type coverages, it would make sense to prepare trainers for battles with versatile typing. This exact anxiety-inducing scenario can be seen with the fighting-type gym in Pokémon Red and Blue begging for you not to take their gym badge and instead give a Pokémon, possibly a League Pokémon. At first, this seems extremely shady that they're an actual gym, but when presented with this information it's easy to say they are, just one in desperate straights. Add onto this that Gym Leaders have to have a consistent type of Pokémon that most trainers know because of a gym leader's reputation and it's like seeing the answers on a test. The system is set up to make gym leaders fail and be fly by nights if they aren't able to milk beginner trainers. Most of the time when Gym Leaders are out of the gym is probably spent trying to find someone weak so they can up their W/L ratio.

This is one of the highlights of the strongest trainers in the region, and something that's easily accomplished by a challenging trainer if they walked around the local grass patch. With really low qualifications it's obvious they won't be able to just beat them right after becoming a gym leader, but it is much different from the prestige of proving themselves as an elite 4 member.

All throughout Sun and Moon you see Kukui fight for recognition to host an official Pokémon league in the Alola which by the end required none of the regulations from the other regions. Instead of Gyms, they have different puzzles and fighting the local oversized Pokémon which then ends in a Kahuna fight. Kahunas are seen more as island protectors more than any other gym leader too, making their social power greater. All the league required, rather than a question of character, was whether they had a stadium to host a league and strong people to fight in it.

The biggest shocking rule that have to follow, is the actual lack of rules, to begin with. All that's needed is a building, decorations, and to be there at least once and a while, and that's it. Anyone can inherit the position, It can be claimed by someone with a building, or you can just say that you are and get the league to approve you.
